So, after a decimate, you'll gain 5% of the CS health gain (since you'll be at 5% health) whereas if you're at full health you'll still gain the full amount. Basically, it's never worth removing your own CS as when you reapply it, you'll get exactly the same amount of health back. There's still some small value to applying it in times of trouble if you're forced to juggle Battle and Commanding shout, but if having it always active is an option, that's the route you should go.
